Mental Health Commission
The Mental Health Commission (Commission), in collaboration with key stakeholders, is leading a strategic initiative to enhance workforce data collection across the mental health and alcohol and other drug (AOD) sectors.
This initiative aims to support evidence-based planning, policy development, and service improvement by collecting comprehensive data on workforce size, composition, distribution, wellbeing, and training needs.

Currently, there is no contemporary, state-based data that provides a clear understanding of workforce needs across Western Australia’s mental health and AOD sectors. This limits the ability to plan effectively, address capability gaps, and support workforce development.
By establishing a robust evidence base, this project will enable more responsive and targeted workforce strategies, contributing to a stronger, more sustainable service system.
The primary objective is to generate representative, actionable data that reflects the current state and future needs of the mental health and AOD workforces. The surveys will provide insights into areas such as:
- workforce demographics and roles;
- sector training needs; and
- organisational challenges and gaps.
This data will inform strategic planning, workforce development, and policy decisions, while also supporting stakeholders in their own planning and advocacy efforts.
Surveys will be designed to support longitudinal analysis.
The Commission is consulting with mental health and AOD peak bodies, Aboriginal Community Controlled Organisations (ACCOs), commissioning bodies, consumer representatives, and service providers across metropolitan, regional, and remote areas to inform the survey design and ensure relevance, inclusivity, and sector alignment.
An implementation strategy will be developed based on consultation findings. This will include survey frequency, recruitment methods, and communication strategies to maximise participation. Ongoing feedback mechanisms will ensure the surveys remain relevant and effective.
